Phoenix Micronation

Adopted this day, August 14, 2025 in the Year of Our Sovereign Rebirth

Preamble

By the inherent right of all peoples to self-determination, and in recognition of the precedents set forth by Baltimore City (1851), St. Louis (1876), and the sovereign microstates of Monaco and Vatican City, the people of Phoenix Micronation, being a deeply spiritual, nature-centered community, do hereby declare our independence from the jurisdiction of the State of Maryland and the United States of America.

We make this declaration not in rebellion, but in restoration of a sacred trust: To govern ourselves in harmony with justice, safety, and the dignity of all beings.

Article I – Sovereign Identity

  1. Name & Status – Phoenix Micronation is a sovereign, self-governing, and independent nation.
  2. Boundaries – The territory of Phoenix is defined by its formally surveyed and recorded perimeter, encompassing all lands, waters, and airspace therein.
  3. Capital & Seat of Governance – The Royal House of Phoenix, located within the Sovereign & Royal Sector, shall serve as the permanent capital.

Article II – Justification for Independence

  1. Governance Efficiency – Like Baltimore City in 1851 and the cities of Virginia under the 1871 Constitution, Phoenix eliminates the inefficiencies of overlapping jurisdictions.
  2. Unique Needs – Our people live by spiritual, ecological, and matriarchal principles incompatible with the political, economic, and legal structures of surrounding jurisdictions.
  3. Economic Fairness – We retain all revenues generated within Phoenix for the benefit of our people, as St. Louis did following the Great Divorce of 1876.
  4. Human Rights Protection – We guarantee safety for women, defense of the oppressed, and freedom from systemic injustice, in ways not provided by the State of Maryland or the United States.

Article III – Structure of Government

  1. Sovereign Matriarch – The Sovereign Matriarch, chosen through sacred selection, shall serve as Head of State and Guardian of the Nation.
  2. Council of Stewards – A representative body from all sectors shall govern daily affairs.
  3. Judicial Authority – Phoenix maintains its own courts, codes, and legal processes, independent from any external jurisdiction.

Article IV – International Standing

  1. Recognition – We shall seek and accept recognition from sovereign states and international bodies, beginning with cultural and humanitarian partnerships.
  2. Diplomacy – Phoenix shall establish embassies and consulates to represent our interests abroad.
  3. Treaty Power – All treaties shall be ratified by the Sovereign Matriarch and the Council of Stewards.

Article V – Peaceful Separation

In the tradition of Baltimore City’s lawful separation from Baltimore County and the mutual recognition between Monaco and France, we affirm that independence is the natural and peaceful outcome of a community’s decision to govern itself.

Article VI – Non-Aggression & Mutual Respect

Phoenix shall live in peace with its neighbors, honor trade and travel agreements, and seek cooperative relationships, while retaining the right to defend its sovereignty by all lawful means.

Closing Declaration

We, the undersigned, acting under the authority granted to us by the people of Phoenix Micronation, do hereby proclaim to all nations and peoples that Phoenix is, and of right ought to be, a Free and Sovereign Nation.

Let this be entered into the record of human history as the day the Phoenix rose from the ashes, not in defiance, but in fulfillment of the divine right to live in justice, peace, and dignity.
